take what I say with a grain of salt (better yet wait for a couple of the heavy haulers to chime in), I was under the impression you took the gross combine vehicle weight and compared it to the door sticker, under you are good over you are screwed. but I have never hauled anything over 6-7000 lbs. so I have never really looked into it.
This is from a quick Google of the 1999 Ford Superduty Specs. Looks like the GCWR is 20K lbs so you just subtract vehicle weight from that. I have a 2000 Crew Cab Auto so it says I'm allowed a 13,100 lbs 5th wheel. When I've had mine on a scale though it was around 7.1Klbs after accounting for my fat*** sitting in the drivers seat. I regularly pull a 28ft 5th wheel toyhauler that's probably in the 11K-12K range when my 1600lbs SXS is loaded up with it and don't have much trouble. Only on steep pulls that have lots of slow switchbacks where I can't keep my speed up.
As @Old and soft alluded to, on these trucks you'll often run out of payload before reaching your GCVWR, Depending on configuration, payload can be pretty meager. This is for 2002 so I don't know if 1999 is much different.
so according tot he charts provided by the members above... 10,000 on a bumper pull and 20000 lbs minus your trucks actual weight (loaded/wet) for a 5th wheel that's about what I thought it was but I was too lazy to google the GCVWR
up to 10k is pretty safe. Back then they didn't have a standardized thing like they started doing around 2016 or 17 to rate the towing capacity or "GCWR" of pickups, so manufacturers just made their own recommendations on it. The rear end sagging with a 250 would be a concern so the pin weight would be the one you'd want to watch carefully.
