Your scan tool needs to be able to read OBD1 software. I have a Zurich (Innova) scan tool that has that capability. It’s way better than counting flashes.
My Zurich never said that it did OBD1 but Innova made an adapter that fit and I took a chance and bought it.
It prompts you on the whole scan process.
OBD-I does have live data capability. It is limited and typically requires a specialized reader.
The key is looking at the data link connector, C198, to verify it has the Data (+) and Data (-) pins. I believe this started in the early 90's and tended to vary based on the engine/trans combination.
For the cost of that adapter it's worth a shot.
Is your truck MAF by chance? In my experience those PCMs provide more access, for example the basic Equus code reader can do a injector balance test but that was only possible because it was part of the PCMs built-in code. What you can access will be more limited than what can be done with a modern PCM, there is no flash memory in these things(because it hadn't been invented when these processors were designed) so you can't change anythng you will just be snooping on the computer... which is still beneficial for diagnostics of course.
I looked at the older forum post, some of the internet hyperlinks in the replies of that post do not work. I would be curious about one reply that mentions ForDiag from Czech. There is a cp9128 OBD-1 adapter cable kit available on Actron's website, similar to the cable sold at the Ebay link.

If you want to read pids or use active command mode then yes, you need a NGS
Your 1996 F250 with OBD1 will have a bunch of pids that can be read using the Ford scanner
I can run the wipers on a 95 Bronco with mine and your 1996 will have a few more capabilities / PIDS
Being able to check GEM pids is a big plus for me, your '96 F250 does not have a GEM
