1978 f150 cluster gauges and lights not working. Only thing that shows I believe is the seatbelt light when I turn on truck. Blinkers, turn signals work as well. What should I look for? And how should I test the cluster to narrow down what the issue is?
Sounds like you need to replace the circuit board panel and the plastic rear part of the gauge cluster where the lights screw into. Most of the original ones are trash and if a light or two isn’t seated correctly none of them will work. Same thing with the wiring harness where it connects to the cluster. You can remove the gauge cluster and check it with a 12v battery (or 9V if that’s easier) you will need a wiring schematic showing what is what as far as lights or gauges etc
If you know the cluster is good then check wires from harness with voltometer

I will look into that. Tonight I double checked that all my fuses had continuity and to my surprise #2 did not light with probe but all others did. Fuse is brand new. What could this issue be?
Try cleaning the contacts inside the fuse panel with an emery board or something similar.
If still a no go, check the wires feeding the cluster.
contacts looked fair but cleaned the just in case. I checked the wires and only get power on the red wires and yellow all others nothing either with ignition switched, off, or when truck is running. I also just replaced fuse #7 for my cigarette lighter which was working then stopped then changed fuse started working again then stopped. Maybe a fuse panel or electrical issue somewhere?
