Good thing I have no plans to EVER live in Calimexifornia. Communist state. It is understandable however to alleviate congestion as 85% seems to be where charging slows to a crawl for most ev's.

As things move forward, I would not be surprised if this became a standard practice during peak usage times at DC fast chargers.
I charged our Tesla at a Super Charger site yesterday. I had charge limit set to 85%. Shortly after starting to charge I got a message that due to the heavy activity at that site my charge limit changed to 80%. If I needed more I would have to reset the charge limit on the car screen to a higher number.
I also got message that I would be charged for idle fee by the minute if I remained plugged in at the charger after charge was completed. Tesla gives a polite push to be be a good neighbor.
There were 16 chargers at the site and 14 were being used.
That's a bit pricey- kinda will make you pay attention to your "spot" as compared to the ones that park it, leave it and come back at night after spending the day at the mall! HA!!!!

Yeah the idle fees are pricy but they are there to incent one to move out of a stall to let others charge. The mall has Tesla Destination L2 chargers and ChargePoint L2 chargers right up at the front of the Mall. These are Premium parking spots. I constantly see EVs parked there and not plugged in. They used to be free and now they charge when plugged in.
Speaking about pricy, the kWh fee at the low with bth Tesla and EA fast chargers:
for a Tesla at that Super Charger site is 37 cents,
for a Ford Lightning at the SAME Super Charger site it's 50 cents.
For a EA charger at the same location its 57 cents.
We have only recently have been using Super Chargers for our Tesla's since I have 6 months left on my 2 years or 10,000 miles of Free Charging. I've only used 1,000 miles of the Free 10,000 miles until now. I's been so convenient and inexpensive to just charge at home it didn't make sense to find a Super charger. Being retired it gives me something to do now when I'm bored. Plus I can watch Netflix on the Tesla screen while charging.
The fee for us at Tesla can be reduced if you use one of their monthly plans. For my occasional use it is not worth it. For some it maybe worth looking into.
I saw another article the other day that was in CO I think where people were cutting the cords on Tesla chargers and also just outright vandalizing them. This is why we cannot have nice things...
