Most likely the reflective surface inside the housing has worn off to some extent as well as hazed over lens's. Only fix is to replace the entire assembly.

I popped TYCs on mine, work fine. Expect to aim them. Do side markers too as they are cheap and it drastically cleans up the truck's front.
Could paint the grille if bored, I did with basic black rattle can stuff for 'bumper/trim' pics here somewhere
