Found another video where the guy mentions that "Igntion key programming" doesn't work for certain Ford models. There is no official explanation from Ford or anywhere else that I've seen. It seems to be just one of those things that people know. I tried it on mine and it didn't work. I did not want to try the Erase function mode since I had two working keys at the time. Seemed too risky, although many people show that it works. You're in the gambling zone but the odds are in your favor I think. Good luck.
Yeah I guess if the erase and reprogram doesn't work I could always get a locksmith to come out at (at great expense no doubt) but I don't have the courage to do that yet. Might try taking the vehicle to a locksmith and see if they can add keys for a lesser fee.
The attached chart makes it seem like spare keys should be able to be programmed in with a diagnostic tool, but they method described in there (procedure #4) doesn't match what forscan tells you to do when you try to program additional keys.

I got it running but still have to mess with the keys again. I deleted and programmed 3 keys, one being the original and the other 2 ones I bought online. When it finished it said 2 keys programmed but for some reason I wanna say only 1 keys works. I’m gonna go through the whole process again and have the keys layed out so I can know which key worked.

Ah ok. I guess if I was in a situation where I had to change the PCM I would be forced to delete and reprogram, regardless.
but since we just need to make some spares I guess I'm too chicken to try that just yet. Maybe I'll drive it over to the locksmith across town next week and see what they charge to make me some spare keys if they can even do that rather than risk the delete all keys option.
I figured I didn’t have anything to lose anyways. Wouldn’t start before so couldn’t really get any worse. Now just to get it so all 3 keys work. I think I timed out when I did it, for some reason the keys don’t quite match up. The nonPATS key works flawlessly but all the PATS keys have to be jiggled to turn.
Well I wanted to come back and update and say we finally got brave enough to do the erase and program new keys and well.. We do have 3 working keys now, (2 programmed into the truck and 1 clone)
Started the process with forscan, but even though I checked the keys ahead of time that the truck/forscan were picking them up as chip keys it didn't like all of them for programming I guess.... So it erased all the old keys but I could only program in one key and the truck wouldn't start because it wants to see two keys programmed in.
I then ran out of time for the day to mess with it.
My brother worked on it the next day with his "thinkdiag" bidirectional OBD2 tool and finally found the right combination of 2 good keys that it would let him program in. So we now have 2 keys programmed into the truck, but 3 in hand since the 3rd one was a clone of one of the others.
So I think in theory Forscan should have been able to make it happen, but either I was doing something wrong or trying to use a key it didn't like.

I’ve yet to try to get all 3 keys I have programmed since it does work with 2 atleast. But before I sell it im gonna try again to get all 3 working. Actually got a fourth from my dad yesterday so might try to get it too. I’m pretty sure my problem is just timing, couldn’t get the ignition turned quick enough to get all 3 keys done.

In that case you should just try programming in the additional ones like it shows in the manual.
IThink it's like this:
Turning one if the programmed ones in the ignition on for 1 second or more, then the second for one second, then the unprogrammed one for a second and it's supposed to just program in that 3rd one with no tool.
