2008 E450 No Start Condition

2008 E450 No Start Condition
Hey everyone,
I'm trying to help my Dad. He just picked up a 2008 E450 Gas v10, the dash and everything lights up with the key but the starter won't spin. He's checked this started fuses and relays, all good there. If he puts 12v to the starter the engine spins over. Starting to wonder if he has a neutral safety switch issue but we don't have the scanner to check that tonight. He's currently checking the voltage coming out of the starter relay. Has anyone had a similar condition? Thanks
