It seems that with the given information, definitively determining the plant code is not possible. The next step once all available information is obtained (including any [tax] records from prior state registrations) is to answer the real question (that the forum can't answer, only your DMV/Attorney) is if you should/need to register with the VIN as pictured/stamped/documented, or as prescribed by Ford documentation?
Almost without exception, the state only considers what's stamped on the frame as the legitimate vehicle identification number. What you have there should be all you need.
Screwups abound at assembly plants. I had a neighbor back in Ohio who worked at the GM van plant in Lordstown, OH. He used to say "Never buy a vehicle that was assembled on Friday or Monday.
