Hi and welcome to FTE
From what I have read here, they do not do anything but empty your wallet. There have been several threads in the 97-2003 forum about them. All that have them say "don't waste your money".

I do have the FIPK from K&N, but was wondering about the tornado. I wanted to know if it was a scam or not. What about the throttle spacers from like airraid that is suppose to do the same thing?
I just saw and knew from awhile back about the magnetic gas saver. SCAM.
actually, the Helix Power Tower, a throttle body spacer, improved my gas mileage by about 1 mile per gallon on the highway....IT was $100....I thought it was worth it. It also gave me a little more throttle response.
An internal combustion engine is really just an air pump. Add fuel to the air and set it on fire (Spark). Getting the most power out of the air pump dictates that there be as little restriction or turbulence to the airflow as possible (overhead valves). Since the tornado claims to add turbulence (I guess to mix the mixture?) how can that possibly help? Extremely high performance engines have the carbs, or injectors as close to the valve as possible. When the valve closes, the air column stops, the valve opens and it is sucked in again. The air has mass and inertia, and takes energy (power) to stop and start it. Having the fuel mix as close to the combustion chamber as possible, with as little turbulence as possible makes the most power possible. Correct? SNAKE OIL!
