Question Cold Start?

I am getting an unusual cold start condition, when I first start my truck in the morning it starts vroom, vroom, vroom, vroom (several times) then goes to a smooth idle. It will do this plugged in or not, and it has been in the single digits to low twenties. I have even had this very intermittantly when warm, but now it has done this the last five cold starts. I just replaced my fuel filter and removed what I assume was a fuel heater in the bowl to clean out some build-up (before the cold start problem). It runs fine, but a little more sluggish at first. I have a 2000 F250 SD PSD.
Second question is how do you get the suspension to quiet down when it is cold outside ( dips, speedbumps, etc.) . I assume its all the rubber bushings. Should I spray them with something?
I would appreciate any feedback, thank you.

As far as the noise in the suspention,I had to grease the spring all the time where the spring bolts to the back shakel,I just took a prybar and pulled down on the spring at that point and shot grease between the spring.

TSB Article No. 03-21-38
ENGINE - 7.3L DIT - HIGH INJECTION CONTROL PRESSURE READINGS - ENGINES BUILT AFTER ENGINE SERIAL NUMBER 896812

Publication Date: October 7, 2003

FORD: 1999-2000 ECONOLINE, EXCURSION, SUPER DUTY F SERIES

ISSUE:
Vehicles equipped with 7.3L DIT engine built after Engine Serial Number (ESN) 896812 may have an Injection Control Pressure (ICP) oil aeration reading that is higher than the specification. This is due to a change in calibration of the Powertrain Control Module (PCM) and high pressure/low mass poppet fuel injectors.

ACTION:
Perform the Injection Pressure Test as described in the Performance Diagnostic Sheet (found in the 7.3L Powerstroke Diesel Powertrain Control/Emissions Diagnosis Manual) using 1800 PSI as the maximum allowable value (Step 10a). Refer to the following Service Procedure for details.

SERVICE PROCEDURE
Verify proper oil level.
Using scan tool (New Generation Star) tester, monitor ICP and engine RPM. Run engine at 3400 RPM for 3 minutes. Note the ICP number at the end of the 3 minute period.
NOTE: 1800 PSI SPECIFICATION IS FOR ENGINES BUILT AFTER ESN 896812.

If the ICP number increases above 1800 PSI and the vehicle has an ESN number higher than 896812, the oil anti-foaming additives may have been depleted. Change the engine oil or add anti-foaming additives and retest.
If ICP is still above specification, perform normal diagnostics and service.
