Help identifying plug

Hi everyone. 1989 Ford Bronco, 5.8L Eddie Bauer with cruise control. The horn was disconnected back in the 90s because it was randomly going off. I am trying to get it working again by figuring out how it was disabled. While tracing the horn connector in the steering wheel, it led me to this plug, which was hanging free above the cruise control amplifier module. Can anyone help me understand where this is supposed to go? I thought this might be for the relay, but the pins don't appear to align.

You need a EVTM to locate the horn relay
The horn pads used to fail and would honk all night long (very few of them actually did that IMO)
The slip rings behind the steering wheel and the horn relay is where you should look

That connector might be for trailer brake wiring. It has a shape consistent with some trailer brake connectors I've seen.
