Yes, that vacuum line goes to tee in front of the coolant reservoir. The bottom of the coolant reservoir/ battery tray is hollow and is used as a vacuum tank. That small electric vacuum pump should be running non stop with that line broken unless its been broken long enough that the vacuum pump has already burned itself up.
The good news is the only purpose of that whole system is the auto locking 4x4 hubs, so it being broken won't really affect anything other than you'll have to get out of the truck and manually mock i the hubs when you shift to 4x4.

Thanks for the help! My father-in-law bought this truck new and told me it has manual hubs because he always had to switch them himself. I'm guessing the pump has not been in working condition for 14 years or so...
