I am looking to buy new shock absorbers but I am unsure if the previous owner installed a level or lift kit to the truck. Does anyone know the stock trucks ground to fender or center hub to fender height for a 1994 f350 4x4?

'Stock' ride height will vary depending on which spring package the truck came with. Tow package, camper package, 'off-road' package, etc.

Yeah that has lift springs, the stock front spring packs only have 2 leafs and sit flat or even with a slight negative arch depending what engine they are holding up, there is a factory rear lift block between the springs and axle that your truck is missing and the factory springs don't have that much arch.
