I just finished painting the firewall on my dentside build to test the color (2-B Red 1k) and it came out great.
For the underbody of the cab would like to go with a durable paint/coating that will hold up for years to come. I want to do the job right rather than cheap and have since been doing research. Rubberized coating sounds like a pita with moisture getting caught so I would preferably not use it unless otherwise highly advised to do so from others. Even then I have seen the effects of a poor application.
I was thinking something like matte por 15 or the like. The tar on the bottom is completely dried up so if there is an alt to that too that would be great.
Any and all advice is welcome as far as applicable.

What is the intended use? Show or Go or Show & Go? I think a thorough cleaning, de-rusting, priming, & paint is the best start.
After that, then decide whether appearance or durability is most important. Under coatings will dry up and often "let go" in time. Metal or polyurethane type shielding can protect from splash wear and damage over long periods, but purists will look down on them..

Yes I have seen how bad certain undercoating turn after time. It is some hateful stuff. Fingernail can scrape em off after time.
