Cruise Control / Clockspring Question

I'm going down the rabbit hole of diagnosing a non- working cruise control. I replaced the clockspring and steering wheel switches and the only thing showing up on Forscan was the clutch safety switch but then discovered that the turn signal wasn't cancelling, so removed the clockspring to fix that issue but when I put everything back together now it says the switches aren't getting power. Which is funning because I can push the On Button and Cancel buttons and the horn will honk. I've checked the continuity of the clockspring and it's fine. Before I start looking at other wiring issues. Is there any reason that you can't remove a clockspring and re-install it in the exact same position?
