I have a 2019 f250 with the factory installed towing package and brake controller.
The running light circuit is not powered up.
I have stop and turn signals working but no running lights.
I verified that I don't have power on either the 4 flat or the round plug
The lights work fine on the truck but not on the trailer
Checked all the fuses and they were all good.

Have you taken the trailer plug apart that goes to the trailer? Same for the truck plug take it apart and check the connection inside.
Which fuses did you check? From the 2017 Owner's Manual:
Check fuses #42 and #65. Those are listed as Trailer Tow Lighting Module.
#72 is turn signals and brake lights.
#84 is trailer backup lights.
#99 is trailer parking lamps.
Try it with another trailer to rule out that it's the truck. It probably is the truck since you said you didn't find power on the 7-pin or 4-pin.

I recently had the same issue with my 2018. When you say you "checked the fuses", what exactly did you do?
I used a continuity tester and it said I had continuity across the fuses. One of those cheap 7 pin testers from amazon showed everything OK.
When I used a volt meter, it said I only had 3 volts at the 7 pin for the running lights. I replaced the fuse with a new one and everything has worked since.
On my 2018, it was fuse #99 Trailer tow parking lamps. I've had to replace that fuse before, apparently it does NOT like it if you unplug the trailer 7 pin while the truck is running.
Have you tried turning headlight switch to on not auto? Running lights not powered during daylight when on auto. Those of use with backup cameras on RV's have to set our switch to on to power back up camera that run off of running lights circuit.
