Not sure, but it does seem that the automotive manufacturers find compliance to be important. My 2019 just recieved it's second headlight related recall. First one had to do with the brightness of the outer DRL lights, this time, because of some manufacturing detail the low beams could be brighter than allowed by FMVSS 108 rules. Looks like I may have one of 73 trucks known to possibly have the recalled headlights. I know it's off topic but attached is the recall report.
Well, the lights are brighter in the points that appear irregular. Who knows, maybe something would happen with this. Good call.

I emailed the President of Ford and the Ford Exec Call Center called me back within days. They acknowledged the issue but admitted there is no fix at this time. I told them I really appreciate their honesty after getting the run around from their first line call center...they just kept telling me to take it to yet another dealer. I kept telling them this is an engineering issue and NO dealer can fix it. I also told the Exec Call Center person that I filed a complaint with the NHTSA as I see it as a safety issue. I LOVE my truck other than this one issue....nicest vehicle I've ever driven.

Have done several lemon law buy backs and it's usually related to safety or failed repairs on multiple occasions and out of service use.
I just got my 24 about 2 weeks ago and pleased with the truck, but the lights are a distraction in high beam. Suspect a redesign is about the only fix, Ford could be out a lot of moola.
I'll go to my dealer and show them we have pics as above, but now don't expect
A fix.
In Washington, I used the Lemon Law for my old Ram bad transmission. What FCA did was simply give me MSRP for MSRP. I actually made out as I paid less than MSRP, but had to pay MSRP for the new replacement. I do not know about financeing.
