I finally got the engine back together and have started driving my truck around to find all the little issues it is bound to have. While driving, the PSOM loses power with the needle laying dead and the digital odometer turning off. When it is on the speed is correct, I did my best to verify with separate GPS, and it will add to the odometer with both the mode and reset buttons functioning. Also the truck has an E4OD which shifts correctly when the PSOM is on and starts having issues when the PSOM is off.
Based on this, my initial thoughts are that the VSS is functioning correctly and isn't the problem. I believe most likely is a loose connector at the back of the PSOM, or possibly damaged. I haven't opened it yet but the dash bezel has be off, based on the broken pieces of plastic on it. Other than the loose connection, and then maybe a short in a wire along one of the power wires, what are any of the other likely causes of a PSOM that functions correctly when it has power. But that loses power regularly. While my sample size is pretty low this also happens the most on bumpy roads. Which is where my thoughts about loose connectors or shorts is coming from.

That might be it as well. I had a chance last weekend to pull another PSOM out of the junkyard with the right model year range to possibly swap and see if it works.
I’m hoping it isn’t an issue with the actual PSOM though. I’d like to keep the original mileage without having to have one sent off for programming.
Swapping out another PSOM fixed the problem. I’ll keep the other one and eventually try to repair it when I get some of the other more pressing issues fixed.
it is sad to go from 320,000 on the odometer to 160,000. Especially since all of them were put on by my father in-law and we are planning on the truck eventually being given to one of my boys as their first vehicle.
