Key won't turn
03 ford expedition
So the steering wheel is not locked but the key still doesn't turn.
my problem is that I can't remove the lock cylinder with the key in the off position.
Any suggestions would be much appreciated. Thank you 😊

Lower the entire steering column looking for issues with the operating components typically not visible when its installed in its normal place. Perhaps you could also temporarily remove the sliding ignition switch (2 Torx fasteners) to see if something inside has broken.
I'm assuming the '03 Expedition is similar to that same year E and or F Series columns.
