Check fuses, 2, 22, 30. Pull the fuses out and check them with a meter don't check them while still seated. Next step would be to get a wiring schematic for your year and start tracing the power and ground to the circuit on the cluster board and the back of the fuse block.
My 03 F350 started doing weird stuff with the lights and cluster. Come to find out, I had water leaking from my marker lights around the windshield and onto my fuse box. When I removed the box from under the dash and opened the back of it up, it was all corroded...I went on Craigslist and was luck enough to find a local guy parting out truck parts and he had a fuse box. It was an older revision to mine, but it was close enough that everything works.
