Yes, I have. It can be done fairly easily with a little patience and a good sized pair of lineman's pliers. Its easier to do with the bumper off the truck because some of the tabs are behind the bracketry. Otherwise, its just a matter of squeezing the mounting tabs from behind and pushing them through the steel until the lock portion is past the hole in the bumper. You can't pull them all out right away, just work your way across the back of the bumper until all of the tabs are free. Then it should just lift out of the holes. Good luck.

If you look closely at the tabs you will see that they are not solid but rather hollowed out. They should compress enough to let you squeeze and push them through.
