Telematics fuse is your friend....... Not to say they won't eventually make it illegal to not be connected.

Also probably need to disconnect cellular/GPS antenna ( I guess that is why there is two on the roof, on 23's at least)

Yes that and a few more little things were done day 1.

This is my major project for this truck. I have a RF delete project working on paper that includes physically removing the antennas from roof.

Here in lib-land west it's opposite, they have stricter emmisions testing pre OBDII. Not actually OBDII determined, but 99 and older require a more involved testing procedure.

  • All diesel powered vehicles with a gross vehicle weight rating (GVWR) 8,501 to 17,999 that are plated passenger, not for profit, governmental, commuter van, farmer or farm truck except buses
  • All diesel powered vehicles model year 1996 and older that are plated passenger, not for profit, governmental, commuter van, farmer or farm truck except buses
  • Omnibuses which are subject to inspection by the Commission‘s Commercial Bus Inspection and Investigation Unit
  • School buses which are subject to inspection by the Commission‘s School Bus Inspection Unit
  • Tactical military vehicles operated on Federal installations within this State

the reason jersey eliminated inspection on vehicles older than 95 is because they plug into the OBD2 port to check if it passes readiness.
since most 95 and older vehicles do not have obd2 ports, there is no test.
and jersey does not do emissions testing, they only check to see if the CEL was turned off within the past 100 miles or so. no CEL, and pass readiness, vehicle passes.
they do not even test gas caps anymore.

Jersey stopped doing actual testing tailpipe emissions due to cost. Not worth it, as unlike Ca., where car bodies last forever,
most of the OBDI cars/trucks went to junkyards from rust. The one's left are rarely driven.

Checking through OBDII is more than just if CEL is on or not. You can have no CEL and still fail.
Especially annoying to get to set many times, is the O2 monitors.

Both my 17 Fusion Sport and 14 Mustang GT had no CEL, but did not have various emission monitors working
before inspection. Fusion fixed itself by putting back stock tune, not sure why tuner had certain things "shut off", as otherwise
the vehicle is completely stock. Mustang required stock H pipe with stock cats for O2 monitors, even though aftermarket
pipe was catted (mustang has smog legal Roush blower, which sometimes can blow out stock cats, hence I don't
run them, except for emissions).

like i said, they check readiness monitors. if they are at least 6 are green, car passes. if less than 6, car fails.
once clear codes and turn the CEL off, you need to drive around 100 miles with a few start and stop cycles to reach readiness.
my 2014 F250 came from Texas. and would not pass inspection because the heated 02 sensors would not set readiness. problem was, the truck did not have heated 02 sensors.
i fought with them, but they did not want to hear it. so i just said screw the inspection sticker. 5 years and 50,000 miles i had the truck. got stopped once for no sticker. when i explained why, the trooper said i have the same issue with my 2015 and let me go.
