I took my truck back to the dealer when it had 300 miles on it, found a little blister in the chrome on the front bumper. I touched it and it pealed off, it was rusted under it and if you look closely you can see a crack that goes out both sides. Dealer said they would submit a claim but they were sure it would be denied because it was a rock that caused it. A month later I stopped in and asked, they said it was denied. I got a print out of what they sent and it's not close to accurately describing what I told them or what it looks like. Service manager said nothing he can do. I'm looking for a way to contact someone from Ford who handles these issues. The Ford help line wasn't any help at all, said take it to a different dealer if I'm not satisfied with this one.

There is no phone line for the customer to contact any warranty department. I tried. What they will suggest is to try a different dealer. Sounds weird but it can work. I went through something similar with a headlight warranty. First dealer took months and then told me it was denied, went to a second dealer who had it approved in less than 24 hours.
With such low miles this really shouldn't be a problem for you. If it was a windshield sure, deny rock damage, but a chrome bumper should not have rust bubbles in such a short period of time.
There are some kind of Ford reps that roam this site offering to assist owners with issues. Not sure how affective they are but maybe they can help.
Dealer wrote - 'The chrome paint on the front bumper started flaking off and started rusting' Ford said 'It is not recommended to replace the front bumper under warranty due to a stone or other object from an outside source making contact and chipping the finish off the bumper'. They did not mention the truck had 300 miles on it. I asked if they would resubmit it with additional information and they said no.
It's very difficult taking a picture of it, but I'll try and get a good one.
I called 800-392-3673, person was nice but said all claims have to go through a dealer.
My belief is that somehow Ford is incentivising dealers to reject warranty. I have had crazy things covered under warranty, and this year on my '22 they turned down bumper chrome and the zipper on the driver seat upholstery coming apart.
There was inaccurate info when the dealer submitted it. I traded the truck in to them without fixing either item. No one said anything.

Pretty crappy customer service by them, would never darken their door again, and would slam them on google reviews.

I'd go to the dealership owner or manager and lay this at his feet, tell him that after buying three trucks from them that you expect better service and if they ever want to sell you anything else, they better fix your tiny issue with ZERO cost to you!

that puts the dealer between the rock and a hard place. If Ford rejects it then it is out of dealer's pocket if they want to make it right. No one at the dealer would be thrilled to write off that amount unless OP is some high roller who buys vehicles at or over sticker constantly.
You can see the chrome is peeling off more in the lower left From a distance. A closer shot of the spot. You can see the crack lines, the last time I looked they were about 1/4 as long as this, so problem is getting worse.
The dealership is one of those mega ones, Capital, they own dozens of them. I have to bring it in for that transmission and steering work, I'll try and get the service manager out to take a look again so he can see how the chrome is peeling off more, they have pictures from when they sent the claim in. It wasn't nearly as big or rusty as this. I showed this to a body shop owner I know, he couldn't believe Ford rejected it, said he's seen this on quite a few newer trucks and they always have replaced it. The part is $1200, $300 to install it, so you know the dealership would pay less for the part.
