So when it's in defrost there no other air coming out anywhere else like the floor or dash? If there isn't then the doors and actuators are working properly and something else has to be blocking flow.

Yes, that is the case. When in defrost no air is coming out of dash or floor vents.
Would it be possible that something is physically blocking the duct immediately past the door? I can't think of anything mechanical or electrical that could cause your issue if that door is opening and closing when it's supposed to. Unless the dood as come undone from whatever shaft or arm it pivots on.

Thanks. I am perplexed.
To eliminate one possibility, I have ordered a Motorcraft blower fan. I replaced the fan last April with a fan purchased from the local O'Reilly store. Air coming out of heater and dash vents seems sufficient, but now I am wondering if it is diminished as well. I'll check back after I've swapped in the new fan.
probably the arm that goes from the shaft that the vacuum dash-pot pushes against. the same year F150's have an issue with that plastic arm cracking and the symptoms are identical to what you are describing. need to pull the dash and pull apart the air movement box to get access to the arms to find out if it has cracked or not. then you have to see if ford even offers the part anymore. if not its jb weld and whatever chicanery you can come up with to fix the arm.

According to what he said the arm and door is moving properly. Ie no air leaking from the dash panel vents when it's in defrost. And works fine when it's put on dash setting. So it's got to be something physically blocking the center after the door or just a weak blower motor.
