Horn related

I have a weird problem!!! My horn works when the vehicle is not running but when I turn it on, when you push it does not work!! Where do i start?

Sounds like something inside the column wiring or someone rewired something and left the horn on the wrong side of the ignition. Does the same thing happen with the glovebox light and the cigar lighter? These two components are on the same circuit. YEL/LT.BLU wire from fuse #4 in the fuse block.
