On my truck I just learned if I ground terminal A it will force the fuel pump on. Try that see if it turns on. Mine is an 88 with the 3 fuel pumps so yours could be different but I don’t see why it would change if you have OBD1.
Some things to check are the fuel pump relay, the inertia switch, which I think on a '95 is behind the passengers side kick panel; and the selector switch on the dash.
The fuel pump should come on for a second or two when you turn the key to the on position, then shut off until the truck starts.
If your finger is long enough you can reach the fuel-safe reset button behind the kick panel without having to remove the panel. Reach through the little notch at the top. The button is about a half inch in diameter. Just push it down.
