My 03 Ex’s passenger side mirror doesn’t move up or down at all. I wanted to know what the best replacement options are for side mirrors. I would like to get some with marker lights on them, and maintain my heat and power. Thanks!
Amazon has them too, it's plastic and probably are all very similar, I had the Amazon ones, Ebay and Top. I would say maybe save the money and buy cheapest

You sure it's the mirror and not the door switch causing this...
Here are the ones I posted from Ebay. Overall not bad at a fair price. 1st pic is original and 2nd is new. I cannot stand the original smaller mirrors, but personal preference.
Why not get the 08 style with power folding?
You will wonder how you ever survived without them. Especially in those tight parking spaces. After 4 years, they’re still like new!

I've been thinking about getting the newer larger units for the wife's Excursion...but she doesn't seem to mind them, other than noticing how much bigger the 08 style's are on my F350. The Excursion always goes in the garage so it's a tight fit given the door is 9' wide by 7' tall. I've measured the mirrors on my truck and they do seem to stick out a little farther so it would really be tight going into and out of the garage and she does hit them occasionally. So my question to you is can either mirror be collapsed individually, or do they just both collapse on demand? It would be nice to be able to only collapse the passenger side while backing out of the garage...
To the op, I'm glad to see someone is producing the 2017 style mirrors without the side object notification in the glass taking up real estate, given that would be tough to make work in our older trucks. That wasn't the case when they were first being produced, but when I was ready to purchase, they all had that symbol just below where the heat symbol is located. Yours do look more like the F150 units to me though...
I looked in the tech section and that is a lot of wiring to get them to work. Running wires is not my favorite thing to do, so that's why I passed on the folding. Plus I will lift it 6 inches, so not too worried about someone hitting them. X's are so big, they don't like tight places either.. LOL
Mine only needed the folding function wired. The rest was plug-n-play.
the switch is on the door just aft of the mirror adjust. If you want to actuate them independently, you would simply need two switches. Easy-peazy!

Mine were also plug -n-play except as Rainmaker mentioned, for the power fold option. I also ran an additional wire to power the marker lights and tied them into the brown wire coming from the headlight switch. I place my power fold switch on the dash panel in the vacant spot next to the power port garage door. They work great.

Do the marker lights work on yours? Or are they just turn signals?
