Use a screwdriver to jump the two large terminals. If it starts better then you need a new solenoid. Do you have the stock solenoid currently?

I had same at start up until I test light the GPR and saw that I was not getting power with key on. I could lay the screwdriver across the terminals and it would work and hear a click. Internals were shot. Replaced with white Rogers and not had an issue since. You can YouTube this test light procedure.

If you measured 1 ohm on the big posts, you have a few open and a parrelll circut like this should be about .125 ohms which is hard to read unless you have a really good meter.

unplug the four connectors at the valve covers

measure each outer pin to Ground AKA Block

All GP should be about 1 ohm each.

corrosion happens after many years

Take off the double lugs on GPR off and wire brush them and put back on but be carefull as the GPR other lug is hot at all times.
I have seen them corrode a lot of times and only one bank energizes.

what brand glow plugs were put in, and where did you get them? all glow plugs are not created equal, and a lot of sellers, especially on ebay sell counterfeit plugs.

I just measured the plugs for ohms when i got them. I havent checked them at the plugs again and see. I thought I read somewhere that they should be around .5 ohms

I read your title and right away reminded me of this sketch from Family Guy

As Tom posted there's a lot of knock offs in eBay they look legit but are fake Chinese garbage. Best place to buy genuine FoMoCo parts is from Riffraff Diesel, Diesel O Rings or a dealer but the dealer likes to rape you in the price department if you don't have a commercial account with them.

HA! I thought same thing. SMOOOOOKE

Anyway, GPs could be crapola, relay, or PCM not doing job. 5min worth of testing relay will eliminate most stuff.
