could the ignition switch be part of the problem? Thanks for the help. EEC is new and only one tank on the truck.
Fuel pump gets its 12v power from the EEC power relay. The EEC power relay is triggered by the ignition switch. Since your pump does run, the ignition switch must be doing its job.
I failed to mention that the tan/light green wire that goes to the EEC #22 also has a leg that goes to the Self Test connector. Grounding the terminal on the Self Test connector turns on the pumps just the same as the EEC grounding and completing the pump circuit. So an intermittent ground could possibly be found there.

So the computer under my dash is loose is that supposed to be mounted securely?. Because, when it won't start and I move it around it starts
Should be mounted securely. it must not be getting a good ground. If I remember correctly, should also have a short ground wire going from the metal case to the firewall. If you want to test this theory, leave the computer loose but put a short jumper wire from the metal case of the computer to something metal under the dash. See if that fixes it when you wiggle the computer.
I'm sure it has to be tight. make sure the connector is tightly attached. But I assume you knew that.
You may want to pull the connector and see why its loose or not making good contact. I would try to tighten the ecu first, then if you still have issues play with the connector.
The computer was replaced at a shop with some other work done. I did touch it but thought it was mounted properly. Found out yesterday it was really loose. Thanks for the help.
Saturday I unplugged the computer by unscrewing the 10mm bolt that brings the computer and harness together. Reattached the harness to the computer and it has started every time. I have to try it after work since it has been raining here. Occasionally it would not start if it rained outside and not moved at all.
Your going to want to make sure other connectors on the engine are making good contact too. I had to replace the temp sensor and connector a few years back. I found it before I had issues, but it was pretty corroded. NAPA has a book with the connectors.
I also had to replace the corroded coil connectors too, I just used terminals, but have purchased the one's Ford used, after the fact. I have those numbers if you want to see.
The fuel pump continuously running is usually a sign of a failing engine computer. Yes, there should be a plastic retainer with an 8mm bolts that holds the computer in place. It sounds like you have an intermittent connection problem at the PCM because it is moving around.
Most people have been happy with Cardone remanufactured ECM/PCMs but I’m not 100% sure you are there yet. You mentioned that the computer was already replaced?
