I have a 2002 F-350 super duty that I use mainly to haul my 5th 32 wheel trailer. I recently was driving without the trailer and it was running fine. I heard a loud screeching noise and slowed down and noticed temp guage going up. I pulled off road but notched temp. almost in red but in red.
Anyhow I replaced water pump and went for test ride and noticed it was low on power. I did the fuel tank filters and replaced fuel filter also. Now it seems when I drive it has no throttle when I pull out and then it takes off like everything is fine. Today I was checking boot clamps etc and noticed oil on intake hose where breather hooks up.
i removed oil fill cap and while engine was running it was puffing white/ blue smoke.

Was it puffing like a choo choo train or did it just look like the vapors were coming out? If you flip the oil cap upside down and let it rest on the oil fill neck, if it just vibrates around it's ok but if there is enough pressure to pop the cap up you could have issues.

Do you happen to have forscan to see if there are any codes or to monitor PIDS? Sounds like you may have bumped something when doing all the work on the truck. Might be a good idea to retrace your steps to see if anything was left unhooked. Did you eliminate the intank fuel pickup screens or replace them?
I rechecked all hook ups. I get a light when I drive but it won’t show a code. I have had my reader hooked up even when light comes on I pull over and it still won’t read a code
Also I eliminated filters in tank with the Hutch Modification with a new strainer and return line and installed an in line filter between pump and tank

If a light comes on a code will be stored. To be honest you really need to download forscan lite on your phone and get a OBD2 Bluetooth dongle( or USB cord). The code should lead you to the problem if you can't see anything obvious. I have had good luck with the BAFX dongle on Amazon. You can also monitor PIDS and see everything the PCM does. This is a must have if you plan on keeping the truck. A lot of other scanners will not work on these old trucks. I agree with wes444 , maybe even try unplugging the ebp sensor and plugging it back in, you may have bumped it loose when working on the water pump.

I did all the checks and yet I still go down the road and it seems to run fine and when I stop, No throttle. I step all the way to the floor and all of a sudden it takes off
That sounds more like a dirty throttle position sensor. It's like a rheostat or variable resistor attached to the go pedal, sends a signal to the PCM. I'll attach a pdf with a pic of it.
Get a spray can of contact cleaner and squirt the heck out of it while working the pedal. Hopefully that will clean it up.
Hm, other thing down the is the idle validation switch, that could be dirty too. If it opens slowly the PCM thinks the truck is still at idle.
Oil got hot, might change it out since it thinned out when the truck got hot, not a chemist but since these trucks rely on oil to fire the injectors might as well.
Also reset you TPS by turning the KOEO and slowly press the accelerator down and quickly release the pedal, close key and do it 2 more times. I bet that lazy throttle response will be gone once you do it.
Sounds like it’s in the throttle pedal to me. I’d get FORScan and monitor the throttle position and idle validation switch to see what they’re doing when it happens.
I had the same symptoms and it ended up being the IVS. If you take the pedal assembly off and look for the ivs which is just a small micro switch, the metal contact "arm" can get bent slightly to the side from years of use and cause a bad connection. I bent the contact arm back and cleaned it up with contact cleaner, been working great for about 4 years now.
