The blades should be as close to the shroud but not hit it when the motor moves.
The other thing the blades should be half in and out from the edge of the shroud.
If in to far the air the fan is trying to pull thru the radiator will hit the inside of the shroud and cant move it out.
If it is outside to far it will not pull air thru the shroud & radiator.
A test to see if the fan is pulling air as it should get a sheet of paper and hold it up to the grille when running.
If it is pulling air the paper should stick to the grille and if pulling really good stick pretty hard.
Not knowing what the hot temp is in traffic we cant say if it is too hot or just a little hotter than normal.
Also the AC blowing hotter you running 134a in the system?
My 02 Dodge and my 81 F100 (factory AC) both blow warmer if I sit idling for a bit.
The water temp also goes up at the same time on the F100. The 02 Dodge has a factory blower fan out front of the condenser & radiator.
That fan comes on as soon as the AC is turned on.
So the water temp going up a little in traffic and the AC blowing warmer is normal in

Get a new thermal fan clutch. Should not need an additional electric fan. There are tons of these trucks still on the road and they never needed one for 30 years.
With a bad or weak fan clutch it will still move some air but not nearly as much. So, it will seem things are normal. I have had trucks where things would seem fine except AC wouldn't blow cold at idle or low speeds and it was either this or low on refrigerant. And sometimes when it was really hot outside the temperature gauge would creep up just a hair in traffic.
What is this HO fan? Was there a different fan for heavy duty or super cooling with the bigger radiator and slimmer shroud setup? I like to convert these trucks to that radiator/shroud in hot climates like TX.
It is a stock fan off a Fox body 5.0, the ~225hp 302. Yes, that is the fan blade. I use a Hayden HD clutch, part number was for truck but probably applies to Fox too. My rad is just a two row aluminum from Autozone. Flowkooler water pump.
Apparently there were two metal fans for the 302 in the truck. I have no clue and tossed my metal fan long ago. My truck did not come with the towing package, but may have come with the 'Super Engine Cooling' for all I know as it was sold in South Texas new. I am guessing that contains but is not limited to:
HD fan clutch
Larger radiator
High count fan blade (4.9 went from five to seven for example)
