C6 Kickdown Issue & Strange Behavior

Hey Yall!
Got and odd one today as I have been driving my truck with little to no issues until yesterday evening. I was headed out somewhere driving the old F250 as I normally would. I was going up this steep hill at about 60mph in 3rd. I had the gas pedal just about to the floor and was not gaining much speed which is odd so I went to the floor with with it which caused the c6 to kickdown at 60 to try and shift down into 2nd, for about 3 second it made what sounded like a screeching noise and I immediately let off and back into 3rd it went. My first question is at what speed does the kickdown not kickdown? I know the C6 really didn't like it and thankfully It was all of about 3-5 seconds of high revs and odd noises. So I get to where I am going and am idling through the parking lot at about 5-7mph maybe less wasn't looking, What it sounded like was that torque converter was I guess turning on and off type of deal. It was clunking in and out of gear but it wasn't because it was it first. Is this a sign of a failing torque converter. If it means anything the converter is painted Green. Not long ago the C6 had a full fluid an filter change (Still Full). The truck also has an aluminum rad with trans cooling in the bottom and the C6 pan is some sort of cooling pan with tubes soldered in going through it long ways. To add a long while back I did notice after (I believe it was some highway driving) I got under the rig at home and noticed the tail housing was rather hot, like burn you hot, I have not checked since.
Side Note I think my Dana 61 has Highway gear ratio as at 60 the rpm is well below 3,000 probably even below 2,500.
