This is just a odd problem , there is only so many things it can be. Just taking a shot in the dark here but you said it has a DP tuner on it so what about putting the tuner on stock programming and disconnect it from the OBD-2 port ( if it's that type) and try to start it on stock PCM programming. Single shots will run on stock programming just not that great, it won't hurt anything. Just to see if you still get the 20 second crank. I know it's probably not the problem but it's free, quick and easy. The pigtail needs to be fixed anyways so probably a good idea to go ahead and do that.

Here is what the low oil pressure is doing while cranking on the engine.

yeah, I can’t open the file from my phone. But it works from my computer.

What's going on with the low oil pressure? As long as you're reservoir is staying full the low oil pressure pump should be fine. You did say that the reservoir does not bleed down correct?

Correct. The reservoir doesn’t bleed down at all.

Thats building pressure really slow IMHO. I would expect measurable pressure in the first several revolutions....

I wonder what weight and age of oil?
