After doing some research is seems I have the dreaded VSM issue. This started right after I changed my batteries. The symptoms are all there....key fobs don't work, the door switches don't work, the radio stays on when the key is out, the door ajar light stays on and a few others. So my question is can I manually program the VSM if I have an NGS scanner?
I have looked at a bunch of older threads on different sites and most say it needs to be done by a dealer, I am hoping something has changed over they years. I have been able to source a new one and I am sure it needs to be programmed. I did go to the site motorcraftservice.com and you can put in your vin to get the as-builts for your vehicle. I guess I just need to know how to get those loaded onto the VSM. I am hoping someone has a manual with those steps using the NGS scanner.
I may swap the one out of my F250 into my Excursion to see if it works. It looks like my F250 has an updated vsm module.

Looks like I may have jumped the gun. I was using the incorrect cable to access the VSM. I went back out and I was able to look at the data for my F250 via the NGS. I then proceeded to see the data on the excursion but it just kept indicating it couldn't access it which I assume to be a dead VSM. I think I will pull the one from the F250 and put it in the excursion to see what I see. The F250 has the updated version of the VSM and the Ex looks to have the original one.

Ok, got everything buttoned up but looks like I still need some assistance. It seems as if the keypad no longer works. I am unable to lock the doors by pressing the last two buttons and the code does not work. I connected to NGS but when I go into the VSM programming there is not much to select just two settings and neither are to enable the keypad. Anybody know where I could start to enable it?
No lights come on when I press any buttons. It seems like I need to tell the VSM that I have the keypad but when I go into the configuration for the VSM there is no option to enable the keypad.

I also have a 2002 F350 and I pulled the VSM from there but it looks like it is the upgraded VSM. In 2002 they added the VSM which I assume also controls the door keypad.

I am not 100% sure if it is a wiring issue as this worked fine prior to the VSM going out. On the new VSM I can get into the programming for it on my NGS and select my year but the information in there is very limited. I don't see a spot to enable or disable the keypad as I would think there should be a way to manually configure it. I can go to the motorcraftservice.com site and download a file for my vehicle but I am looking for the steps to upload the as-build data for my year onto the new VSM. At the moment its just a guessing game for me on how to actually do it.
My old VSM is dead so there is no pulling information from it and I wouldn't even know how to do that without some directions.
I went out again with my NGS and didn't make any progress. I have used the free Forscan on my Samsung device but maybe I should get the paid one and install it on a laptop and see.
I have a paid version, 1 year I think, I don't recall there being a VSM enable, or disable. but you should be able to see it on the network, which will tell you that's it's alive and present. When I added the factory PAM system, it showed on the bus network.
