This one has me stumped. I did the following modifications and my fuel mileage is avg. around 10 mpg.
1. Rebuilt tranny, stock Ford rebuild
2. MBRP 4" Turbo back exhaust
3. IH: Up Pipes
4. Rebuilt turbo with a balanced KC wheel.
5. Rebuilt fuel sending unit, new screens, new boot.
6. New ICP, Motorcraft from Ford.
7. New EBPV, Motorcraft from Ford
8. New MAPP, Motorcraft from Ford
9. New EBPS, (and new tube) Motorcraft from Ford
Truck has no leaks from the exhaust manifold to the Turbo. No exhaust leaks from the Turbo outlet to exhaust tip. No intake leaks from the Cold Air Intake to the Plenums. (did have a leak at the passenger plenum, pulled both and resealed them - checked with no leaks)
The KC balance wheel made a huge difference in performance, and I have to admit I did romp on it when it was first installed. After the party was over I started getting serious about the mileage and have not romped on it and the mileage sucks. One thing I did notice is Calif, enacted Bio Diesel as the primary diesel fuel and I did notice up to a 3 mile mpg loss, (seems to be consistent with what everyone else is saying has happened to there fuel mileage also)
No codes that narrow down a solution. Tire size has not changed, running 35's, since we got the truck in 03'.
You running stock wheels or offset wheels? I'm running 33s on 16x10 wheels and just that little bit of tire poke from under the fender cost me about 1-2mpg. When I had 33s on stock wheels (no tire poke, tire was totally under the fender) I was averaging 16-17ish on the highway at 70mph. Now with the wider wheels I'm getting 14.5-15.5 on the highway at 70mph. Less if there's a strong headwind.
However, 10 does seem a bit low. As mentioned above, I'd check to make sure your brakes aren't sticking.

Like EVERYTHING that Commiefornia/CARB and the EPA shove down our throats, the policies they claim save us from ourselves like ethanol and DPF/DEF cause more harm than good. What good does it do the environment when you have to BURN MORE FUEL to get the same amount of work done?

Hey if they weren't keeping everyone distracted with what crazy rule or restriction they make up next then people might figure out what they're actually up to. The US government, just a big never ending magic show, and a crappy one at that.
When I had my e99 I noticed my mileage seemed to be decreasing. I keep a journal of fuel in, mileage, all of that. Anyway, I was still seeing results all over the place, so I started filling the tank to the same level all the time. In this case, right to where I can see it in the filler tube. It takes a few moments longer. Alot has to do with how much foaming is going on. It gives a false sense of filling the tank if you only fill to the first auto shutoff.
Since I started doing that I am getting a much clearer picture of my mileage. Instead of the big swings i was used to seeing, my swings are limited to 1-2 mpg from one tank to the next. Those swings are easily understood when I look back of how much idling or local driving I did.
For the record, 6220 miles since I bought this 2002 in Aug 22. 15.74 mpg.

This will only matter on tank to tank calculations.....over the long haul, (like 10 fills) a short fill on the first and a long fill on the last is pretty insignificant.

Perhaps. But people usually pointing out low mileage problems are reporting it over short periods of time.

What are you defining as "top"? The amount of fuel I put in from the first auto stop until I can see it in the fill tube varies from 4-10 gallons from one fill to the next. No rhyme or reason.
