Newbie here, 99 F250 7.3

I have this 1999 F250 with the PS 7.3 in it. I had it running about a year ago and it did not rev much above 1600 RPM. It had a massive oil leak at the engine oil cooler. I fixed that, replaced fuel pump, fuel filter. Also got fresh oil and antifreeze. Still will not rev up. Starts really missing and blowing dark smoke if I hold the throttle down. I have forscan and have done buzz test and got a good result on that test. I also just bought this other tester ((

I also have a good running 2001 F250 PS 7.3 I can compare to. Any help would be appreciated.

Welcome the FTE, Steve. This is a great group and the guys will help you get 'er up and running. Diagnose before you throw parts at it or you'll go broke. I don't know anything about that tool you got off of Amazon but these trucks are not normal when it comes to scanning. ForScan app is the best tool for diagnosis and it also happens to be one of the cheapest. It's cheap or free and all you need is a good OBD dongle. I use a VeePeak that I got off of fleaybay for something like $20. With all that smoke, I'd check your air flow. Is the turbo free or frozen up?

I second this, and welcome to FTE, as well.
The symptoms you describe sound very much to me like a seized up turbocharger or someone stuffed a rag into the intake at the very least.

black smoke = not enough air
white smoke = not enough fuel

You guys are the best. Sure enough there was a rag in the inlet of the turbo. Got it out and freed up the impeller and she back to normal. Still a little smoke,but hoping that will clear up with time. Thanks again.

They smoke, they stink and they run forever. Your first order of business is to determine whether you have an early '99 (E99) or a 99.5 and up. Where is the badge on your truck that identifies it as a diesel powerstroke? And I'm surprised that nobody has asked for pictures yet, they're off their game.

I made a trip to a guy's place (80 mile round trip) with trailer in tow a few years back. We loaded it up and I brought it to my shop because of the same concern as yours.

5 minutes after I drove it off the trailer I called the guy and told him to come get it. It turns out one of his hired hands decided to change the air filter and for some reason stuffed a blue shop towel in the intake while doing so and didn't take it back out before clamping down the lid.

I had a similar, but completely unrelated, incident at the shop a few years ago. Repowered a Vanagon camper for a customer and he went off on a trip soon after. He had it towed back to Seattle from Eastern Oregon because it wasn't running. Diagnosed no fuel pressure. I poured in 5 gallons of fuel to the tank and it fired right up. He didn't believe me because the gauge still read 1/4 tank and insisted that I continue to find other problems. (Common problem with those vehicles.) Since it was running perfectly now, I told him that we'll both have to wait until the problem manifests itself again in the future. Vehicle was manufactured long before OBDII and to find the cause of the issue you had to test every component related to the symptoms for the correct values.

Truck was built 5/99

Late 99.
Early would have the badge on the fender between the tire and bumper

A more confident way to check (at least in my opinion) is by looking at the spyder. Can you share a photo of your engine?

This is NOT an e99. It is a 2000 model. (L99-03)

E99 looks quite different. No AIH and a Horn shape from turbo to CAC.
