Newbie here, 99 F250 7.3
I have this 1999 F250 with the PS 7.3 in it. I had it running about a year ago and it did not rev much above 1600 RPM. It had a massive oil leak at the engine oil cooler. I fixed that, replaced fuel pump, fuel filter. Also got fresh oil and antifreeze. Still will not rev up. Starts really missing and blowing dark smoke if I hold the throttle down. I have forscan and have done buzz test and got a good result on that test. I also just bought this other tester (()) but have not used it yet.
I also have a good running 2001 F250 PS 7.3 I can compare to. Any help would be appreciated.

Welcome the FTE, Steve. This is a great group and the guys will help you get 'er up and running. Diagnose before you throw parts at it or you'll go broke. I don't know anything about that tool you got off of Amazon but these trucks are not normal when it comes to scanning. ForScan app is the best tool for diagnosis and it also happens to be one of the cheapest. It's cheap or free and all you need is a good OBD dongle. I use a VeePeak that I got off of fleaybay for something like $20. With all that smoke, I'd check your air flow. Is the turbo free or frozen up?

The symptoms you describe sound very much to me like a seized up turbocharger or someone stuffed a rag into the intake at the very least.

They smoke, they stink and they run forever. Your first order of business is to determine whether you have an early '99 (E99) or a 99.5 and up. Where is the badge on your truck that identifies it as a diesel powerstroke? And I'm surprised that nobody has asked for pictures yet, they're off their game.

I made a trip to a guy's place (80 mile round trip) with trailer in tow a few years back. We loaded it up and I brought it to my shop because of the same concern as yours.
5 minutes after I drove it off the trailer I called the guy and told him to come get it. It turns out one of his hired hands decided to change the air filter and for some reason stuffed a blue shop towel in the intake while doing so and didn't take it back out before clamping down the lid.
