Sagging bumper ends, how do I fix it?

Sagging bumper ends, how do I fix it?
As you can see the end of the bumper is bent down. How do I go about fixing this? I tried sticking a floor jack under it but the bumper would just come back down when I let the jack down. Anyone have any other ideas?

On the show American Chopper they put a chain on the new Expedition bumper that was bent and tied the other end to another truck and floored it-- you probably don't want to do that.
My truck is the same way- that metal does a great job of flexing back, almost makes me wonder how it gets twisted in the first place.
I ended up with the American Chopper method only slower and managed to untwist my bumper a little, but will probably end up replacing it.
