Stuck 4x4 actuator

Hello
I have a 2008 f350 with the 6.4. I recently did the heater core and now I have a no start plus the 4x4 actuator seems to be stuck on. I can switch to 2 wheel and the dash lights flashes but its still locked in. I can start the truck by either jumping the wire on the passenger side, or pulling the relay and jump across the terminals. I get power from the switch to the relay but NO GROUND at the relay
here is what I have done so far
Check every fuse and relay
. Verify voltage at relay and from the key in start

I'm thinking the two situations may be related?

Are you sure the transfer case isnt bound up, did you try moving while switching, try reverse?
I don't have a diagram for 08 hope someone answers it, guessing it's grounded by the pcm, since you were just working on it before check all the grounds, and connectors you worked near or on.
edit to add check the connectors carefully, you may have pulled a wire slightly out of the connector, it may look in but it may not be..
