It is possible to check the switches in the system with a meter but it's much easier to use a scanner and look at what the PCM is seeing before guessing and tossing parts at it.
Speed control command state (checking the return voltage changes when each button on the steering wheel is depressed).
The usual suspects are the brake pressure switch (either fried if the recall wasn't done or a blown fuse if the switch tried burning your vehicle to the ground), the parking brake is depressed slightly and inadvertently but the bulb's out in the cluster, or there's been enough beer spilled on the steering wheel that the on or set buttons don't work.
I just fixed mine. You may have already tried it. But mine was the ECC fuse and the switch on the master cylinder was leaking fluid so I replaced it. Sometimes I get lucky.
