You can use wheel bearing grease to hole the ring in place and lube it at the same time.
I would not use Permatex unless I really really really needed to.

Yes, use grease. I was thinking the groove was up and that's why you were having an issue. Let gravity do the holding in.
Even if it is up, grease will hold it in place long enough to get the cup in place.
The Permatex may "seal" the cup to the housing and at a later date not be able to undo it.

#2 remains pliable and is compatible with gasoline. But yes use grease.

If you put an amount of permatex in the groove that it seals the cup, then that would not be an example of using a very very tiny amount. That said I wish I would not have suggested it. Grease would be better for most people to use. And a tiny amount of grease or oil at that.
