No. That's not normal. The valve should close and prevent air from blowing in or out. Unscrew the valve completely and look closely at the valve. There should be a rubber seal at the end of the valve to keep coolant in the radiator.

Ohhh. After market parts. Yah. I am not sure then. I would expect the valve to be removable, but anything is possible with Chinese parts. If you got it from a local auto parts store, take it back and get one with a good valve.
