No communication

Have a 2015 F350 6.7l that will not communicate with scanner. Noticed when key is turned on the ck engine light comes on but goes out and won't come back unless the pcm is disconnected and reconnected.

Is the fuse for the obd2 port good? I know if the CAN bus connection between the cluster and pcm is lost the cluster won’t show mileage.
