oil

I bought a 99 E-350. (PSD) I had the engine oil changed and when they check the oil it was black. I was told the next time I had oil changed I should have all the old black oil clean out all the engine. This would run about $150. Do I need this? Also check engine light has come on. Were can I get program for my laptop to check codes. The Van had only 82k miles.

Diesel engines turn the oil black in a very short period of time. Even after a fresh oil change, my oil is black again within a few hundred miles, because of the soot that is created by the engine. I wouldn't pay for a service to remove the black oil, since that's what an oil change basically does.
As far as the code scanner, there are a number of tuners on the market that will change the engine operating parameters, and will also act as a code scanner.
This website sells them, too.

Don't pay the extra $150, just follow the maintence schedule listed in the owners manual and you'll be fine.
