1998 5.4 expedition engine question

So this is not my daily driver. Noticed a while again intermittent power issues. This engine has about 100k on it. Long story short I replaced injectors and coils and also put in new fuel filter and pump in the tank. Still had issue. So removed entire exhaust and only have manifolds on. Loud as hell but still stumbling when pressing pedal. Idles good but when I smash it the engine rumbles and hesitates. I can get full throttle but in steps. Any ideas? With exhaust off should I have this issue? Does it need the o2 sensors to not behave like this? Before I get new manifolds and exhaust and spend $$$$ need some advice. Thanks.

Stop throwing money at it and see if there are any saved or pending codes.

Yes it damn sure needs the O2 sensor signals all 4 of them
You replaced the spark plugs and it has new coil boots with the new coils right
Not cheap Chinese coils right?

no spark plug change

but cut the exhaust off - standard ricer
