For example.. I drive it for an hour and shut it down at a gas station (doens't pass too many of these!),
When I go to restart it turns over but wont start.. kinda sounds like it's lean and sometimes it'll diesel a little but wont start.

The cure is to turn the key switch all of the way off and retry... starts right up!
Almost seems like something's resetting when I do the key on - key off thing.

The timing's right, and it's got all of the new tune up stuff.

Suggestions??

Sounds like your fuel pump is not working the first time you turn the key,but works after cycling it at time or so.This could be as simple as the fuel pump relay.If you can locate it,place your hand on it and have someone turn the key on and notice the "clunk" of the relay. It should clunk once and "unclunk" after a 2 second delay.Now have your helper crank the engine,the relay should clunk and remain that way while cranking,whether the engine fires up or not.If the relay does not remain on while cranking,try replacing it first before going further {ignition module or computer}

Sounds reasonable, although I can hear the fuel pump "pump up" when first turning the key.

Ford has a current recall on bad ignition swiches on 87 - 91 F series trucks. Check you with your dealer or go to http://www.nhtsa.dot.gov/ you can check for recalls and tech bulletins.
