Did all truck come from the factory with hood bonding clips? Or was it just added for radio suppression? I found this pic in the radio section of the shop manual. Bonding clip location
I have yet to install my cowl gasket, and I have no idea if I need to hunt for a clip. The truck was not equipped with a factory radio, so I possibly don’t need one. I did find this clip that resembles the part, but no hole for attaching, so it must have another purpose.
My pickup has a radio and it does not have that bonding clip. I believe all radios were dealer installed at least up to 64, maybe later, so maybe the dealer that sold mine left it off when they put in the radio
I recognize the clip you show as one commonly sold to hold trailer wiring along the frame. Did Ford use these style clips? I don't know, but that clip is much better built than ones available on today's market.
As to the bonding strap, unless I was doing a concourse restoration, I would prefer a dedicated bonding cable / wire, not a paint scraper clip.

True, I could just run a strap up to the hinge bolt or make its own connection point. Thinking about that statement, seems it would already have a good connection through the hood hinges.
