I cleaned off the area near my oil filter and took pics of the serial number. I looked around quite a bit online but could not find a definitive source for serial number information like exact build date, place of manufacture, assembly etc. Could someone please interpret my serial number or point me in the right direction?

I recall seeing a list of serial numbers and windows of production but it's been a looooong time and I don't know where it is/was. I am curious though, why are you looking for this information? I would expect place of assembly to be the same for all of them but I am still learning new things on a daily basis.

I inherited some High Standard .22 target pistols I am thinking of selling. Serial number lookup for them is sparse as well.
There is a sticker on driver side valve cover that will give you date motor was built and serial number on it. It's may or may not still be there. It's near where the wiring harness plug is right there.
