It sounds like a bad connection issue to me. Do you get the same result when repeating the process with the steering wheel raised and lowered to different positions?

It’s a non-tilt column.
I would suspect something further down the wiring harness except the fact that it will work properly when I lift the switch handle just a little.

Standard. TW5. I could never determine whether it was from the “T-series” line or if it just happened to have a “T” in the part number.
