Well for starters it's got a California car lic. plate and not a truck plate. So I'm thinking it might be a little bit hard to get it lic. as to what it really is. And IMO it falls into the category of just because you can Don't mean that you should. Looks like a major waste of time and money to me.
There's a blue one like this for sale at the same price near me in the Carolinas. Inside is nice, with very little rust, but as far as I can tell, the only major thing that's been done is coating the frame. Otherwise everything else, while new looking, doesn't carry the work that's been done. It's been sitting at a consignment shop for at least a few months, maybe more.
I would have say this was an engine swap to maximize $$$ and who knows they probably already had the suburban so "why not use what I have" was the attitude. That generation of suburban are a dime a dozen. I swap my suburban's out every few years and never pay more than $3500. By the time they get that old people treat them as a throw-a-way vehicle. I do as well, as soon as they start having issues I can't fix or will be big $$$ to fix, I just dump them... but I do have to say that all of mine have gone way past 250,000 miles so not too bad for a 20 year old chevy. OK enough chevy talk lets get back to the Fords
"Technically" it's a 2002 Suburban, and would be subject to smog and license for that.
If he is selling it with the Ford VIN he's on thin ice.
Anyone who buys this should at lease INSIST on seeing and getting the title to the Sub so you can make sure you aren't driving around on a stolen chassis.
