HEY, I BOUGHT AN 84 F150 IT HAS A 351 WITH A 4 BARRELL CARB. WHEN ITS COLD OUT IT DOESNT WANT TO RUN RIGHT UNTIL THE MOTER IS WARM, I FIGURED THE CHOKE WASNT WORKING, SO I STARTED CHECKING OUT MY SITUATION, I NOTICED THE PLATE WONT MOVE AT ALL, I FOUND OUT THAT THE PREVIOUS OWNER WIRED THE CHOKE OPEN. I WAS THINKING ABOUT CUTTING THE WIRE, IS THAT A GOOD IDEA? CAN ANYONE TELL ME IF I SHOULD LEAVE IT THIS WAY, WINTER IS COMING SOON AND I WANT TO MAKE SURE THE TRUCK WILL START IN THE REAL COLD WEATHER

Please refrain from using all cap's because it is considered yelling and is harder to read.
I would say that maybe the choke cap has failed and it wouldn't open on it's own, so they just wired it open, or that it was adjusted to tight and they didn't know how to adjust it.
I would remove the wires and see how it acts cold. If you have to, you can always wire it back open until you get it repaired.
